Upon the petition by the people of Bethlehem
The said matter does not have any aspect pertaining to municipal councils. If the muhtars are definitely sure that the possible threat can thus be eliminated, it is appropriate to relegate the matter to the municipal police force in order to report that it is possible for the council of elders to assign the necessary watchers. The 6th of Nisân (1)311 (18th of April 1895).
