It is stated in the 4. paragraph of the specifications that the current lanterns and lamps belong to the municipal offices as part of the inventory stock. It is explained in the 3. paragraph that the contractor is thus obliged to lighten the lanterns to be installed within and outside the city at the determined price. However, the point is not the lanterns planned to be hung in streets and roads far away from the city walls, but the lanterns to be hung up to the first police spot. The reasons underlying the fact that it is not specified in the said paragraph are that, during the writing of the Dutch auction bill, the bell jars outside the city were not yet designed as they were still being negotiated; and that, in the case that a financial source is found for the lighting of lanterns outside the city and a definitive decision is taken regarding this matter, it would be, of course, additionally put on Dutch auction.
