Copy of Memorandum in French by the Ministry of Foreign Office to the Embassy of Austria and to the legation of Italy. During the Holiday of Christmas the flag of Jerusalem was blown on the clocher of the Catholic church in the town of Sunne (Soulina, nowadays in Rumania). This fact is against the rules and the traditions established in the Ottoman Empire.

Form of the Governing Council of the sanjaq of Tulcha. It includes the answer of the governor (mutasarrif) of Tulcha to the governor of Tuna vilayeti and the addition to the governor (qaymaqam) of Sunne.
