In the verdict given by the Sanjak Administrative Council on 7 December 1892, it was stated that the steam engines used in the running of mills must be started to run with bituminous coal for three months as of 13 December 1891. This issue was communicated to the millers and in order to warn the persons who are citizens of foreign states, special official letters were sent from the office of Mutasarrifate to the consulates of the states to which they are subject. Although five months have passed as of this date, it came out that the said mills have still been run with wood until now. Upon the said verdict, a commission to be formed by our council shall carry out the necessary control; a time limit shall be fixed to weigh the current wood and to burn the current amount; afterwards, if there is still wood in the mills, it shall be confiscated. In order to take necessary care, it is appropriate to relegate the matter to the Municipal Police Force.
