On account of the known trip, the municipality must install two arches in total, one in the vicinity of the municipal hospital, and one in front of the public harden; put the Ottoman State flag, German ensign, coat of arms and other decorations at both sides of the macadam. This matter is explained in the record, dated 25 June 1898, presented by the special commission, then relegated to the Sanjak Administrative Council, and finally approved by the said council. The articles in question were then put on Dutch auction, leading to a decision as specified in the hereby presented Dutch auction bills: The said two arches and other mentioned decorations shall be manufactured by the Italian person named Hovace Atire bin Plato (?) as illustrated in the maps provided. With the cost of the largest posts to be put at both sides for the installation of arches, and of he 6 meter-high posts to be installed at both sides of the macadam for decorations to be covered by the contractor, and with the cost of other remaining wood, coat of arms and miscellaneous articles to be covered by the council, the Italian Hovace Atire (?) commits to manufacture the arches at a charge of 250 Franc and the decorations at a charge of 250 Franc, adding up 500 Franc in total. Also including the decorations, despite having no mastery at manufacturing the aforementioned decorations, the said arches were previously committed to be manufactured by Hoca Corci Deyb (?) at a charge of 200 Franc. Despite the availability of 50 more liras, the manufacture of the arches at a rate of 250 liras was not assigned to Hovace Atire (?), but he accepted making the decorations. With the cost of timber and other stuff to be covered by himself, Ceris Mohyer (?) Effendi commits that the said two arches be manufactured at a rate of 15 thousand piasters as respected current akçe, 280 posts for decorations and decorations themselves be manufactured for 15,970 piasters at a rate of 75 piasters, i.e., at an approximate sum of 344 French liras for arches and decorations. Hoca Corci Deyb (?) presents a guarantor, and the other two contractors state that they shall provide a guarantor during the signing of the contract. The negotiation held with regard to this matter has revealed not only that there is no item reserved for such expenditures in our council’s budget, but also that, even if the said sums are borrowed, the next year’s incomes are not sufficient as an indemnity against liability, and the said articles will not be used later. Hence, for negotiating the method of payments of the said sums and assigning the manufacture of these articles to the most suitable one of the aforementioned contractors, it is appropriate to relegate the matter to the Sanjak Administrative Council.
