The tax in question was put in auction and efforts were made to create demand through effective incentives; however, there was no suitor who bid more than the ascertained price. When the reasons of this situation were examined, it was understood that it resulted from the fact that the number of visitors and also the number of animals brought to the city last year and this year were less than ever. As there would be revenue loss if the aforementioned tax was collected not through tender but on government account, it is appropriate to relegate the matter to the Sanjak Administrative Council to have a declaration on what to do about the issue. The bidders for the livestock sales taxes (rusum al bâj) presented themselves (kaf yad) and the following (?) decision was taken. It was concluded that this [information] should be hung up for eleven days starting at the date below from 10 o’clock Arab time [illegible word]. Days of delay are to be deduced from the number of days of the [above] mentioned period and the afore-named taxes. Five thousand and one hundred piasters (qirsh) for the bidders were attained. Whoever wants to offer a higher bid (ziyâda) should inform the city council within this period. And in order for this to be [known], this announcement (‘alân) was published on the 5th of Mârt (1)308 (17th of March 1892).

Public bid for postal services from Jaffa to Jerusalem, 17 March 1892 (Gregorian calendar) - 5 Mârt 1308 (Ottoman fiscal calendar (Rumi)

We announce that the transfer of mail from Jaffa to Jerusalem and back is proposed for Dutch auction (munâqasa). The auction was decided in favor of the applicant who offered an amount of one thousand one hundred and fifty piasters. This Dutch auction remains for four days from 8 o’clock Arab time today, the 17th day of the month of March 1308 until 8 o’clock Monday the 21st. So everyone who is interested should contact the council within this period in order to bid according to the rules. And in order for this to be known, this matter (kîfîya) was announced on the 5th of Mârt (1)308 (17th of March 1892).

Need for permission to collect gas containers from the population, 19 March 1892 (Gregorian calendar) - 7 Mârt 1308 (Ottoman fiscal calendar (Rumi)

Necessary means were implemented to exterminate the pestilent grasshopper in Jericho, before it reproduced further, and based on previous experiences, it has been understood that this would be possible only by using gas. Although fifty containers of gas have been obtained by our council up to now, it is obvious that there will be a need for much more. As it will not be possible for this gas to be provided for completely by our council, it is appropriate to gain permission to collect gas containers from the population of the villages which have not actively participated in the extermination of grasshoppers. Nomination of officers to supervise repairs of street, 19 March 1892 (Gregorian calendar) - 7 Mârt 1308 (Ottoman fiscal calendar (Rumi)

The council has decided to nominate one of us, the respectable (rifatillu) Muhammad Abd Al Wahâb Effendi Al Khâlidi and the respectable Tahar Effendi for the supervision of the improvement (islâh) and repairs (tamîr) of the street which begins at the municipal café and leads to the municipal hospital (hastakhâna), and to spend what is necessary from the municipal treasury according to the registers (dafâtir) which will be presented by those mentioned [above]. And in order to confirm this, this decision was reached on the 7th of Mârt (1)308 (19th of March 1892).

Budget matter relating to street works relegated to the Sanjak Administrative Council, 19 March 1892 (Gregorian calendar) - 7 Mârt 1308 (Ottoman fiscal calendar (Rumi)

It has been understood from the marginal note written by Public Works Engineering Office that there was a need for 60,000 piasters (piasters) for the reparation and leveling of the aforementioned macadam and in the budget for the year 1892-1893 (1308), only a fund of 50,000 piasters was allocated for all the roads outside of the district (kaza) of Jerusalem. It is appropriate to relegate the matter to be discussed by the Sanjak Administrative Council in order for this fund to be either wholly spent for the reparation and improvement of the aforementioned macadam or to reserve only the half amount of this fund for the reparation of the road in question and to spend the rest of the money for the reparation of other roads. Fail of public bid relating to repair work relegated to the Sankaj Administrative Council: The costs of this requested reparation were opened to bidding and in accordance with the survey report enclosed herewith, it was understood that the estimated cost was at an appropriate level. For this reason, no bidder cut the price. As it was understood that it would be more proper for this reparation to be undertaken on government account, it is appropriate to relegate the matter to the Sanjak Administrative Council for discussion.
