With due action to be taken in respect thereof, the guarantor given by the petitioner is Yakub bin Mihail Ataullah. This guarantor has provided one room and one yard as a guarantee, apart from his residence; and these, which are at a worth of 6,500 piasters, located outside Jerusalem and registered in the columns of February 1310 (1895 February – March) and number 29, have been found sufficient as a guarantee. However, since it has been considered necessary that the said real estate be levied and our council be informed in respect thereof, it is appropriate to relegate the matter to the Office of Main Register of Revenues so as to take due action in respect thereof. Interruption of a construction: As for the stoppage of the said construction of buildings for fifteen days, the bill, necessary to be taken agains the petitioner in accordance with the 53. article of the Public Buildings Regulation, has been received. As the building owner is a subject of the Russian State, it is appropriate to send a letter to the Russian Consulate so as to warn that the construction be stopped for fifteen days as of the below-written date. On the petition of the folk of Dirbis village Indeed, since the water of the present cistern in the village will be drinkable for animals only, it will not be appropriate for the water to be taken for personal use in a building. Therefore, it is appropriate to refer the matter to the municipal police so that they relate the mukhtars that water should not be supplied to buildings from the cistern. The said land is a miri land and the license of the currently constructed wall has been issued in accordance with the marginal note, dated 30 October 1897 and numbered 144, by the Office of Main Register of Revenues. Upon the petition previously given by the petitioner, a letter was presented by the municipal council on 9 November 1897 as regards sending an official letter from the Mutasarrifate to the American Consulate in order to warn not to illegally construct a cemetery. Need for cash for the municipal fund due to water purchase: As presented and stated, the municipal fund has a debt of 1,000 lira and next month, it is necessary to pay 500 lira from the said sum. Since the equipment necessary to give water to regions outside the city wall is being purchased, the municipal fund is in severe need of cash. Since it is impossible now to pay from the municipal fund the sum that must be given to the petitioners, it is appropriate to relegate the matter again to the accounting in order to find another source to make the payment. About providing food for sick prisoners: On the letter by the Warden. The municipal budget is not sufficient to afford the food to be given to sick prisoners brought to the Municipal Hospital for treatment. As presented and stated in the above-recorded decision by the municipal council, it is necessary that a share be reserved also for the said patients as before from the food allocation given to other poor prisoners by the Prison Directorate. In the marginal note written by the Prison Directorate it was stated, in line with the decision taken by the Sanjak Administrative Council on 11 May 1898, that the food given to the said convicted prisoners during their stay in hospital must be covered from state treasury. As presented above, since the municipal budget is not sufficient to cover the food allocation to be given to the said sick convicts, it is appropriate to relegate the matter to the Sanjak Administrative Council to discuss the issue of providing the food of these sick prisoners by the Prison Directorate as before. Regarding the reparation on the Bethlehem road It has been understood from the hereby delivered map that the said road is composed of 550 meters and that a part of it will be taken from the Muslim children cemetery. It is not allowable to open a road from cemeteries, so, with due action to be taken later in respect thereof, in accordance with the 12. article of the Public Buildings Regulation, it is appropriate to inform both parties with a document if the said road can be opened from another place apart from the said cemetery land. If the concerned has anything to say, they must report it within fifteen days as of the announcement date, and that, if they have no objections, the costs of trees and land must be declared.
