Costs of decorations along the roads, undated

For decorations inside and outside the city, installation of 2,900 bell jars and 678 sanjaks planned to be installed alongside roads, lighting, putting candles and employing watchers day and night for the protection of the said goods, a contract has been drawn up with Corci Cevheriye (?) Effendi for 800 piasters as respected current akçe in accordance with the hereby presented contract certificate. It has been stipulated that 3000 piasters of the said sum be paid in advance, 3,000 piasters three days after the arrival of the German Emperor and 2000 piasters two days after his arrival. As regards taking due action in respect thereof, it is appropriate to relegate the matter to the Sanjak’s Accounting. Undated.

Reparation of the macadam near Halil gate, 11 October 1900 (Gregorian calendar) - 28 Aylûl 1316 (Ottoman fiscal calendar (Rumi)

In the letter presented by our council on 6 March 1900, it was stated that the macadam, which extends from the Halil gate to the railroad station and had been previously repaired by the Public Works, requires reparation as it was in a damaged situation. Since the said macadam has not been repaired until now, it has deteriorated, causing intense dust clouds that create problems for passersby. Additionally, the traffic will be entirely interrupted; hence, as regards taking due action in respect thereof, it is appropriate to relegate the matter to the Public Works Commission. A sheet has been drawn up and presented by the vaccination official and the municipal doctor for a three month’s period between the beginning of December of 1315 (13 December 1899) and the end of February (13 March 1900). As a result of the investigation of relevant records, it has been understood that this sheet was presented via the letter given by our council on 3 April 1900 for its ratification by the Sanjak Administrative Council. As regards the immediate ratification of this sheet and its presentation to the relevant authority, it is appropriate to relegate it to the Sanjak Administrative Council. The 4th of Nîsân (1)316 (17th of April 1900).

About public road protection, 2 May 1900 (Gregorian calendar) - 19 Nîsân 1316 (Ottoman fiscal calendar (Rumi)

An inspection has been made about the road declared in this petition to be closed and ruined by the priest named Kulucu (?), residing in the place belonging to the Greek monastery near the village, despite the fact that this village has ever been present for the passing of the public. It has been understood from the above-written explanation by the inspection officials that the road does have ever been present, belonging to the public, but was closed by the said priest. Since the protection of public roads is prescribed by the law, it is appropriate to send a letter to the Greek Patriarchate in order to warn that this road be immediately opened and restored. The 19th of Nîsân (1)316 (2nd of May 1900).

About a petition regarding the taxes on gas boxes, 12 May 1900 (Gregorian calendar) - 29 Nîsân 1316 (Ottoman fiscal calendar (Rumi)

Upon the petition given on 8 May 1900 by Halid Davudî Effendi regarding the taxes on gas boxes delivered by him
The provisions of the 2. article of the regulation in effect as regards the matter stipulate that gas and spirit to be taken to places equipped with a warehouse must be definitely put into warehouses regardless of the fact that they are brought to be used there or temporarily put there to be used elsewhere. Nevertheless, the provisions of the 3. article of the said regulation require that the fee to be taken from gas and spirits put into warehouses be determined in accordance with the specific requirements of each place, by taking into account necessary expenses such as the warehouse cost, official’s salary and insurance cost; that the fee for a box of gas to be kept in the warehouse for 1 day to 1 month not exceed 40 piasters at most, and that the determination be made by local municipal councils, with the fee ultimately taken with the ratification of administrative councils. Even though it is legal that a fee is taken for the gas boxes stated in this petition to have been put into the Jaffa Gas Station for five days before their transfer to Jerusalem by the petitioner, the 2.5 piasters fee taken from each box has been found to be excessive. Determination of the amount of the fee to be taken in accordance with the provisions of the said article and its ratification is a task of local administrative councils. Hence, if the ascertained fee needs to be corrected, it is appropriate to report the matter to the Kaymakamlık of Jaffa in order to take due action for dealing with the matter on site.
