Upon the declaration with an official letter by the Office of Main Register of Revenues dated 4 April 1982 that there was no inconvenience to construct a building in the specified land, a license was warranted for the construction of the building. As the question whether this land belongs to the building owner or not is an issue pertaining to the Office of Main Register of Revenues, it is appropriate to relegate again the matter to where it pertains. The reason underlying the fact that the tax paid to the public measurer (keyyâliye) and weighing (kantar) tax have not reached its value of the recent years is that some amount of grain did not reach here due to a quarantine effectuated on account of cholera that appeared last year. As there is already a little shortage of tax, it is understood that it would be more appropriate to sell off these taxes as iltizam rather than collect them on government account. We announce that after the end of the (previous) iltizâm period, the scale and weighing taxes (rusûm al kîyâlîa wa-l quntâr) in the Old City (qasaba) of Bethlehem are again proposed for a public sale (muzâyada) for a period of one entire year beginning in Mart (1)308. And in agreement (kaf yad) with the bidders the butchers tax has been determined at the level of nine hundred and fifty qirsh, the scale tax at nine thousand two hundred and fifty qirsh gross (sâgh al mîrî) for contract with the bidder according to the conditions set forth in the regulations (bûsalâyât) of public sales.
According to the established order, the mentioned taxes will be announced for eleven days as mentioned, from this date. And non-working days during this period are considered part of it. So everyone who is interested should make it known during this period. And in order for this to be known, these directions (kîfîya) were published on the 13th of Nîsân (1)308 (25th of April 1892).

The narrowness of the road, which is four arşın in width, leading to the Hazret-i Ukâşe (Radıyallahu Anh) Street at the Jaffa macadam, causes troubles for passersby. In accordance with the first article of the Public Buildings Regulations in effect as regards this matter, it has been considered necessary to expand the width of this road to eight arşın. The third and eighth articles of the Public Buildings Regulation incorporate the provision of taking an equal –half-and-half– size of land from both sides of the road, should the need arise for expansion; determination of the roads to be re-opened and/or the estimated expansion of current roads by the municipal council; and execution of the requirements by the Administrative Council. On one side of the aforementioned road lies the land of Set Şarlota and Hovace David Kokya, and on the other side lies the land of Monsieur Hayim Valirv. In the construction permit granted by our Council, it is stipulated that two arşın must be partitioned from the land of Set Şarlota for new buildings to be constructed. Hence, a map is enclosed herewith, which indicates the need for a partition of two arşın also from the lands of aforesaid David and Valirv. For further action, it is appropriate to relegate the matter to the Sanjak Administrative Council. The 13th of Nîsân (1)308 (25th of April 1892).

As stated in the second appendix of the above-mentioned municipality doctor, it has been understood that there is a need for 38,500 piasters for the vaccination of all children within the Sanjak of Jerusalem. The sum of money to be spent for vaccination is specified above, as distributed according to the income of each kaza municipality. This decree requires that the cost of vaccination of the children living in kazas with a lesser municipality income be covered by other kazas with more municipality income. Thus, as the incomes of the municipalities of Ramla and Hebron do not suffice for the vaccination of the inhabitants of the villages belonging to these kazas, it is necessary to purchase the required item of vaccines and to send vaccinators. Although it has been considered that the sum of money allocated to each municipality to cover this expense should be sent to the sanjak center for approval, it is appropriate to relegate the matter to the Sanjak Administrative Council for re-discussion. Upon the letter dated 24 February 1892, no. 197, presented by our Council with regard to the dispatch from the kazas of Jerusalem, i.e., Ramla of the account of the years 1305 (1889-1890), 1306 (1890-1891), 1307 (1891-1892) and Jaffa and Gaza of the account of the years 1306 (1890-1891) and 1307 (1891-1892), the Mutasarrifate issued orders to the aforementioned kazas, but these accounts have not been dispatched up to now. As was previously presented and stated, it is necessary for the accounting of the municipal council to be ultimately arranged in April every year and sent to the higher authority. Therefore, it is necessary that the annual accountings of municipalities be legally arranged and urgently sent here for approval by the Municipal Assembly. It is appropriate to notify the Kaymakamlıks of Jaffa and Gaza about this matter and about the fact that an investigation would be opened about the officials causing delays. As the said post are carried by their contractors on lump sum basis, their horse carriages have never been exempted from road tax in any year. It has been investigated why they do not pay the required road tax while they have to pay it like other rental carriages and it turned out that this situation arose from a warning made by the consulate of the state of Austria and Hungary via the Mail and Telegraph Directorate. With an official letter, it is appropriate to notify the Austrian Consulate via the Mail and Telegraph Directorate that the said road tax be paid by the carriage owners as before.
