There is a midwife in Jerusalem, named Madame Ester Bardahi (?) and she has a certificate, dated 4 December 1889 and numbered 23, taken from the Imperial School of Medicine. It is hereby presented that she practices her profession accordingly, that the other midwives who do not have any license are very old and so they shall not be able to go İstanbul. The people of some villages have presented petitions regarding the rectification of the exorbitant price determined by a special commission for their real estates and lands. These petitions are relegated to our council for necessary investigation in due manner and a special commission has been appointed by our council for the realization of the necessary investigation. The said commission has to go to villages in order to investigate and inspect these real estates and lands which all have multifarious values; so, our council presented a letter, dated 5 February 1902 and numbered 224, regarding the determination and remittance of the daily allowance and wage to be given to them, but no result has been obtained yet. As presented and explained, there is a limited period of time for the examination of said objections; so, if a lapse would occur for this period due to a delay in the matter of daily allowance and wage, the municipality shall not assume any responsibility for this reason. As a result of the examination of the petition and of the relevant inspection, it has been understood that the said bell jars have been manufactured by their contractors in accordance with the commitment and submitted to the petitioner. Hence, as regards the ratification of the payment of the contract price, it is appropriate to relegate the matter to the Sanjak Administrative Council. This petition has been thoroughly examined by our council. Even though the said engineer’s evaluation is appropriate, the current municipal incomes are not sufficient for providing 32,000 Frank stated to be necessary for the activities in question. A negotiation has thus been hold on this subject; as a result of this negotiation, it has been understood that if an approval is granted by the Sanjak Administrative Council for an extension of the tax of 2.5 piasters considered in our council’s letter dated 7 June 1909 to be daily taken from each carriages, the said sum could be paid with the incomes to be accrued from the said tax this year and in the following years; and also with the surplus to be acquired from expenses of water extraction to be carried out due to the specified activities. It has been considered the said sum be borrowed, on the condition that they shall be repaid with the specified sources, at a rate of six percent; though, for holding negotiation about this figure and explaining whether it is possible to implement it as such and whether a consent would be given for the water from the Süleymâniye Pond be given by the Waqfs Accounting, it is appropriate to relegate the matter to the Sanjak Administrative Council. Davud ibn-i Ahmed i-Kerşani / Sergeant Hafız ibn-i Musa
A petition has been presented by the above-mentioned Davud ibn-i Ahmed i-Kerşani and Sergeant Hafız ibn-i Musa. In the marginal note given by the municipal doctors following this petition, it is stated that these persons are not suited to being sergeants as they are weak-bodied; however, it has been considered appropriate that they be appointed as artilleryman as they have skills in this regard. Hence, this decision has been taken to confirm that they have thus been appointed at a salary of 250 piasters as of the twentieth day of this month. The 17th of Mârt (1)326 (30th of March 1910).

As stated in this petition, the said taxes have been bid by the petitioner for 45,000, to be offset for the year in question, under the guarantees of Muhammed Hamada Effendi, Alif Afifi Effendi, the son of Ragıb and Yusuf Effendi, and Musa Afifi Effendi, the son of Kamil. Despite necessary incentives, no other suitor has yet come up. Hence, following the Sanjak Administrative Council’s consideration on this subject, it is appropriate to relegate the matter to the Sanjak Administrative Council for explaining the proper course of action to be taken in respect thereof. This is the marginal note with reference to the petition, dated 18 May 1910, presented by Ömer Naccar (?) from the village of Beyt Decin (?)
In the iltizam specifications mentioned in the above-indicated marginal note by the Jaffa Municipal Council, it is written that no tax be taken from non-priced and non-commercial draught animals, carriages and wares. As can be understood from this stipulation, no tax can be taken from carriages used free of charge; however, as a result of the interrogation, it has been understood that the petitioner does not use a carriage but run a caravan (?), using it for loading wares to be taken to Jaffa. Hence, it is appropriate to notify to the Kaymakamlık of the Kaza of Jaffa that he be warned as to the fact that the requested tax must be given. The 15th of Mayîs (1)326 (28th of May 1910).

In the petition regarding the narrowness and impasse of the said road, presented and relegated to the municipality on 28 September 1892 and undersigned by Halil Effendi, Bedir Effendi and Şevket Effendi, the original and deputy inheritors of the owners of the adjacent land, the deceased Halidizâde İsa Effendi and the deceased Bedir Effendi, and also by Cirbis Ket Effendi (?) and Yakup Valberu Effendi, the said road was demanded to be expanded in line with its direction in due manner. Thereupon, due action was taken by sending a written notice to relevant persons in accordance with the provisions of the regulation article regarding the drawing up of a necessary map and specifying the amount of land to be ceded by them for the expansion of the road. A marginal note was presented by our municipal council on 2 January 1893 to be later examined and ratified by the Sanjak Administrative Council. Meanwhile, in the decision taken and notified to our council by the Sanjak Administrative Council on 29 March 1902, opening and expansion of the said road received approval on the ground that it would bring benefits. The said road has thus been opened and expanded. The 2nd of Nîsân (1)318 (15th of April 1902).

Upon the petition given on 8 May 1900 by Halid Davudî Effendi regarding the taxes on gas boxes delivered by him
The provisions of the 2. article of the regulation in effect as regards the matter stipulate that gas and spirit to be taken to places equipped with a warehouse must be definitely put into warehouses regardless of the fact that they are brought to be used there or temporarily put there to be used elsewhere. Nevertheless, the provisions of the 3. article of the said regulation require that the fee to be taken from gas and spirits put into warehouses be determined in accordance with the specific requirements of each place, by taking into account necessary expenses such as the warehouse cost, official’s salary and insurance cost; that the fee for a box of gas to be kept in the warehouse for 1 day to 1 month not exceed 40 piasters at most, and that the determination be made by local municipal councils, with the fee ultimately taken with the ratification of administrative councils. Even though it is legal that a fee is taken for the gas boxes stated in this petition to have been put into the Jaffa Gas Station for five days before their transfer to Jerusalem by the petitioner, the 2.5 piasters fee taken from each box has been found to be excessive. Determination of the amount of the fee to be taken in accordance with the provisions of the said article and its ratification is a task of local administrative councils. Hence, if the ascertained fee needs to be corrected, it is appropriate to report the matter to the Kaymakamlık of Jaffa in order to take due action for dealing with the matter on site.
