Governor orders to 1. make lists with names and distinctive marks of arriving Jews, 2. Jew must find a local guarantor and leave Palestine in a month, 3. Jew must give his own guarantee, 4. Jew must deposit his passport, 5. if there is no local guarantor, Jew must pawn something valuable, 6. guarantee is executed by Jaffa notary public, 7. guarantees are conserved by special commission, 8. commission reports to governor; Jewish immigration, local administration.
