Upon the decision to submit the livestock sale tax of the city centre of Jerusalem for the year 1315 to Hasan Mehmed Hamisi through the guarantee of Selim Cum’a Al Hidat (?) at a rate of 40,005 piasters, the auction bill was given to the Sanjak Administrative Council for approval; however, it was stated that, for assurance, the said guarantor had to give either one-third of the determined cost as deposit or that a real estate property, corresponding to half amount of the tender price, must be seized; yet, the said guarantor does not have any registered real estate property in the office of real estate and title deed and he also shows hesitation in paying one-third of his due tax. In addition, the multazim could not offer any guarantor other than the said guarantor. Since there is not any person to give the iltizam in the meantime, it is necessary to relegate the matter to the Sanjak Administrative Council to report with an official letter whether it is appropriate to administer the said tax through by the state.
