Conditions taken on Rashid Effendi Al Dakak, in regards to supplying water from a well in Jerusalem and selling it to the people, stipulate that the mentioned person should install 750 meters of pipes in order to supply water to the town from the pool of the mentioned village which is located in front of Al-Shamanduqir. But another decision from the district’s council cancelled the taking of water from the mentioned pool, to get water from safer sources and lay 1,800 meters of pipes, so Rashid Effendi asked to cancel the contract and the council assumed management of selling the water. Upon deliberations an agreement has been reached with Rashid Effendi to transfer water anywhere for a price of seven para darîj al band for each can. Then it was decided that each can of water from Birkat Al Sultân should be agreed upon, to pay the expenses of the pipes and compensate the loss of orchard owners as a result of taking this water. Since the municipal inspector Hassan Effendi Al Afghani has the ability to run this matter, it was decided he should be appointed to this post and be given a monthly salary of 100 piasters on top of his current salary and as long as the matter is ongoing. Two assistants should be appointed with a monthly salary of 114 piasters sâfi al mîrî for each of them. When the delivery of water stops and if there is profit in the municipal treasury, Hassan Effendi should be paid a bonus which will be decided by the council, for agreeing to accept the sale of water in the above mentioned manner and deliver the proceeds on daily basis starting from 14th of Ağustos (1)323 (27th of August 1907).
