Confidential report; Arabic community's claims to Greek Patriarchate (schools, hospitals, participation in election of Patriarch and bishops, Arabian choir in Holy Sepulchre etc), community appeals to central administration in Constantinople. Grand Vizier charged governor Subhi-Bey of examination of claims in Administrative council, but he isn't competent in affairs of status-quo, Greek Patriarchate's rights, Great powers' protectorate. Arab rebels excite population against Greek Patriarchate, but their aim consists in appropriating of donations coming to Patriarchate from abroad. Greek Patriarch asks English consul for supporting; religious conflicts, influence of Great powers. Sender: Russian consul general in Jerusalem A.F. Kruglov; Recipient: Russian ambassador in Constantinople I.A. Zinoviev.
