Report; danger of famine in Palestine, many people come to Jerusalem for working for food, many starving persons in Jerusalem. It could be foreknown, but governor Ali Ekrem-Bey and local administration don't know food issue. Jewish community wanted to sell Russian grain at reduced price, but needed governor's authorization and permit for duty-free import in Constantinople. Local administration consults Russian and Austrian consulates, for 60 000 population of Jerusalem for 6 months it's needed 6 240 000 kg of wheat.
