Upon the vaccination official’s letter dated 14 October 1908 regarding the purchase from the municipal fund of vaccination units necessary for the vaccination of the people due to the outbreak of smallpox in villages
Although the necessary vaccination units have been requested from the Ministry of Medicine, they have not reached thus far; the Vaccination Regulation in effect as regards this matter states that these be purchased from the municipal fund, should the need arise; and it is against the law to make an expenditure from municipal incomes for the people in villages. Hence, it has been considered necessary that the vaccination work be carried out by collecting 1 Franc from each person for the cost of necessary vaccination units. For taking due actions in respect thereof, it has been considered appropriate to leave the matter to the Sanitary Inspector. The 21st of Tishrîn Awwal (1)324 (3rd of November 1908).
