Upon the Sanjak Administrative Council’s decision, dated 10 September 1908 and numbered 802, given upon the petition presented on 31 August 1908 by some people regarding the selection of Atıf İbn-i Yusuf Atıf Effendi to be appointed in lieu of the Municipal Inspector Hafız Effendi
This petition examined by our council indicates that the Municipal Inspector Hafız Effendi is an ill-disposed person difficult to get on with, that he is not capable of administering his official post, and that as he is not from among the people of Jerusalem. A landholder, Atıf İbn-i Yusuf Atıf Effendi, a respectable, landholder, honorable and honest person, has been selected to be appointed. Yet, Hafız Effendi is a well-behaved man, properly conducting his official post thus far, showing no conduct against the rules; hence, his dismissal from his post and the appointment of Atıf Effendi upon the request of the petitioner have been found to be unlawful. Neighborhood muhtars do not have any power of intervention into such business; hence, if deemed suitable, it is appropriate to relegate the matter to the Gendarme Commandership in order to warn them not to act in such a manner.
