Upon the petition presented on 18 November 1905 by Cirbis Süleyman Abudiye from the village of Beyt Cala
The construction costs of the slaughterhouse constructed ten years ago by the municipality were at one time put on Dutch auction. After the completion of bidding, it was decided that the work be undertaken at a rate of 28,500 piasters by the petitioner Yusuf İbn-i İlyas Hamisi under the guarantee of Cirbis Abudiye from the village of Beyt Calâ and the petitioner thus initiated the construction. However, he has been incapable of executing the work in line with the specified commitments. Thus, in accordance with the signed contract, the said slaughterhouse construction was completed on consignment by the municipality to his own account and a lawsuit was brought at the Court of First Instance for the collection of the expended money from the contractor or his guarantor. The verdict delivered by default and directly at the end of the trial condemned them to pay 27,268 piasters to the municipal fund. As this verdict has become conclusive, 40 French liras have subsequently been collected up to now. In his petition previously presented and relegated to our council by the guarantor Cirbis Abudiye and also in his verbal statements, he pointed out their poverty and remarked that they cannot afford to pay the said money at once, so requested to split it into installments for ten years. In the marginal note written by our council on 23 March 1905 upon this request, taking into account the dismal economic condition of both the said multazim and the petitioner, it was no harm for our council to give them a special permission by splitting the remaining 23,708 piasters into installments, provided that it would be immediately collected when their financial situation improves. However, the requested duration of ten years has been found to be very long; so, even though an offer was made to the petitioner to pay the said money with five annual installments, he asserted that he would not be able to pay it within this duration and requested his wish to be accepted. Even though the multazim and the guarantor were summoned to the Sanjak Administrative Council and the matter was relegated to the Sanjak Administrative Council with an offer to split a suitable amount of the said money into installments, nothing has been done heretofore to resolve it, so it is appropriate to relegate it to the council in question to take due action in respect thereof.
