Outside the fortress and in between Bab-al-amûd and Bab-al-cedîd within the neighborhood named Masara, there is a road which is 400 meters long and 6 meters wide. However, it has been understood by our council that people have difficulty in traffic as the beginning of this road has a dead-end, and that it is necessary to open it up and expand it up to the main street. Thereupon, the municipal engineer was sent to the said neighborhood and made an inspection. It has been understood from the map given and presented by the municipal engineer that a part of 80 meters in length and 6 meters in width, i.e., 480 meter square in total has to be taken from the land, located at the side of the Bab-al-amûd road extending from north to south and owned by the German person named Hovace Faber. A negotiation was held on this issue with Hovace Faber and he accepted the said part to be taken at a rate of 150 French liras; and with the opening of this road, real estate owner will rightly drive benefit and their real estates will gain a betterment tax. It has thus turned out that if a betterment tax is taken from them in accordance with the provision of the 39. article of the Municipal Councils Regulation, a higher price than this sum will be obtained. Even though it has been considered by our council that it would be appropriate to open this road by expending the said sum from the municipal fund and collecting the said betterment tax by apportioning it out among them, it is appropriate to relegate the matter to the Sanjak Administrative Council for negotiation and taking due action in respect thereof in accordance with the decision to be taken.
