An inspection has been carried out upon a request made by a Jewish named Yakup Bay, a subject of the Russian state, for taking a license in order to construct a wall on his land. He has accordingly been given a license, with a stipulation that a zirâ be left from one side of the said land, and one meter from the other, so as to increase the width of the road at the locations to seven archines. Undated.
