According to the 4th and 21st articles of the Provincial Municipalities Law, “the members of the municipal council are elected amongst those property-owning Ottoman subjects by the local population to serve for a period of four years. The size of the locality and the density of its population are two parameters that are taken into consideration in deciding the number of members to be elected. This council is comprised of 6 to 12 members and one of the elected members is assigned and appointed as the mayor by the state. A committee is constituted for the supervision of the elections. The mayor presides over this election committee.” Thus, when the size of the Beytül’l-lahm district is taken into consideration, election of 6 members would be sufficient for the municipal council. According to our evaluations, to supervise the elections for the municipal council, it is necessary that a committee should be constituted, and a member of our municipal council should be appointed to preside over this committee. Thereby, if it is approved, the issue of the appointment of this one person will be brought before the sanjak governor. The 6th of Tishrîn Awal (1)310 (18th of October 1894).
