It has been understood that if Jaffa sea sand is used in the work carried out on the roads decided to be repaired and improved by the financing of the municipal fund on the ground of the known trip, roads will not only be more solid and durable, there will also not be such dust. Taking into consideration that contractors will not be able to bring mere sand, the roads which do not require sand for its making and those whose reparation has been pledged by the engineer within the frame of their estimated expenses have been left aside, the expenses of other roads have been put on Dutch auction. After the completion of bidding, it has been decided that, except for sand, the improvement of all roads require a total sum of 91,565 piasters. Based on the description given by the engineer, there is a need for 740 cubic meter of sand, whose total price adds up to 152,060 piasters with the addition of expense of 60,945 piasters. A discount has been made in the said amount, leading to a sum of 125,614 piasters. But in the budget, there is only 41,600 piasters assigned for this, so there remains a need for 84,014 piasters. Hence, with regard to taking a decision to borrow the said money at a rate of nine percent to the account of one year, it is appropriate to relegate the matter to the Sanjak Administrative Council.
