In the letter, dated 30 January 1902 and numbered 115, sent by the Ministry of Internal Affairs, it was reported that an imperial decree had been issued with a permission via the decision by the Finance Office of the State Council regarding the employment of the Jerusalem municipal doctor, in addition to his current task, for conducting, should the need arise, medical and sanitary inspections a few times a year, with a monthly amount of 400 piasters reserved from the municipality of the sanjak in the form of daily allowance. The decision taken by the Sanjak Administrative Council on 25 September 1901 also requires that a monthly amount of 200 piasters be added to the Jerusalem municipal doctor’s salary, who would serve instead of him. Therefore, 7,200 piasters, which are to be annually expended for both doctors, have been apportioned to each municipal office and the amounts falling to each office’s share are written in the hereby presented bill. It is appropriate to notify the Bethlehem Directorate via the kaymakamlıks of the subordinate kazas so as to divide the apportioned sums into months and to send them here month by month as of the beginning of 1318 (1902-1903) or deliver them by deed to the said doctor upon his arrival.
