Archbishop Sargis Jalalyan writes that before his arrival in Constantinople an appeal had been made to the Supreme Porte with a request to take action against the wrongdoings of the Latin church. The government had accepted the request and had the ceiling of the temple repaired and granted a license to hang the Armenian and Greek pictures according to the old custom.

The resolution concerns the investigation of the financial issues of the Patriarchate introduced to the joint assembly of the central board. The 60-page report on the financial defalcations of vardapet Ghevond between 1889-1906 is prepared by Matevos Gayegchyan.
