Limitations of private water cistern and walls near Damascus Gate
The road leading to Shaykh Jarrâh Road, known as Tulûl Al-Masâbin, is eight arms length from one side and seven arms length from the other, and since Mr. Rashîd Kamâl and his brother Dâwûd want to build a water well and a wall on their land, which is located outside Damascus Gate next to the mentioned road, the council has decided to build the mentioned wall on a level line, to make the mentioned road eight and a half arms’ length. This means that Mr. Rashîd should leave half an arm’s length from the roadside that measures eight arms length, and one and half arms’ length from the roadside that measures seven arms’ length to make the road eight and a half arms length. This decision has been issued on the 25th of Tishrîn Thânî (1)314 (7th of December 1898).

Recruitment of new lighting officer, 13 December 1898 (Gregorian calendar) - 1 Kanûn Awal 1314 (Ottoman fiscal calendar (Rumi)

According to the notification given by the district administrative council (majlis idârat al liwâ), dated on the 28th of Tishrîn Thânî under number 1514, all lanterns big and small should be kept with Ottoman and German banners (sanjaqs), their numbers should be organized in a register and a copy should be given to the court of audit. After discussion it has become clear that Mahmûd Abdullâh has the competency and eligibility to become lighting officer (anârjî) to be entrusted these and other tools that belong to the council. According to this, the council decided to appoint him as lighting officer starting from of Kânûn Awwal (1)314 until Shubât (1)314, with a monthly salary of one hundred and fifty piasters according to the official currency. In order to pay the allocated sum from the council’s treasury month by month, this decision was issued on the 1st of Kânûn Awwal (1)314 (13th of December 1898).

Gutter lid to be repaired in Jewish mahalla, 21 December 1898 (Gregorian calendar) - 9 Kanûn Awal 1314 (Ottoman fiscal calendar (Rumi)

An inspection by the municipality’s engineer revealed that the sewer located in the Jewish quarter, (mahalla) in Darajat Al-Tâbûnah, next to the houses of Shlomo Ma‘lûf, ‘Ayyûsh Ma’lûf, Shimu’îl, the butcher, Khawâjah Bâlûmbâ, wife of Pansiyûn, the auctioneer, and Abrâm Qâqyih, was blocked. It needed to be repaired for a sum of ten riyâl majîdî. Accordingly, the council decided to appoint one of us, Yashû‘â Effendi, with the engineer to distribute this sum amongst the owners of the mentioned house in order to repair the sewer. This decision was taken on the 9th of Kânûn Awwal (1)314 (21st of December 1898).

License issue relegated to the Municipal Police Force, 22 December 1898 (Gregorian calendar) - 10 Kanûn Awal 1314 (Ottoman fiscal calendar (Rumi)

With task of taking due action in respect thereof to be dealt with later, it is appropriate to relegate the matter to the Police department and the Municipal Police Force so as to first examine whether there is any convenience to issue the said license and to obtain a surety bond if it is understood that there is any inconvenience thereof. Payment issues relegated to the Municipal Police Force, 26 December 1898 (Gregorian calendar) - 14 Kanûn Awal 1314 (Ottoman fiscal calendar (Rumi)

It has also been understood by the council that the said person cannot afford the payment. Hence, in accordance with the 66. article of the Municipal Regulation and 37. article of the Penal Code, it has been considered appropriate to arrest him for a week. As regards taking due action in respect thereof, it is appropriate to relegate the matter again to the Municipal Police Force. The 14th of Kânûn Awwal (1)314 (26th of December 1898).

Logistic for decoration and lighting of the city, 31 December 1898 (Gregorian calendar) - 19 Kanûn Awal 1314 (Ottoman fiscal calendar (Rumi)

It has been considered extremely necessary that decorations be made outside the city by hanging bell jars, cleaning be done and watchmen be appointed. Since the majority of those residing outside the city are foreigners, the consulate translators have been summoned for negotiating the method of payment of the expenditures necessary for these works. As written above, it has been understood that there is thus a need for two thousand piasters as respected current akçe. For the purpose of gradually implementing the said works, it has been declared by the said translators that watchmen be appointed in another year and only decoration and lighting be set up from the beginning of 1315 (13 March 1899); and that the approximate amount of ten thousand piasters necessary for decoration and lighting be apportioned among the owners of the lands outside the city. Since these practices have been apportioned for their interests among those residing within the city and in other lands, our council has also examined the matter of allocating this on residents. However, as regards negotiating the matter of waiving the appointment of the said watchmen and the method of payment of the said expenditures and making an explanation in respect thereof, it is appropriate to relegate the matter to the Sanjak Administrative Council. Need of gunpowder for the month of Ramadan (Jaffa), 2 January 1899 (Gregorian calendar) - 21 Kanûn Awal 1314 (Ottoman fiscal calendar (Rumi)

Even though it has been demanded that the 130 kilos of gunpowder to be used in Jaffa in the month of Ramadan be purchased from the Jaffa arsenal, it has been stated in the letter sent from the Jaffa Mayorship that there is currently no such material. Hence, as regards the purchase at the ascertained price of the requested gunpowder from the arsenal here, it is appropriate to notify the Jerusalem Area Commandership in respect thereof.
