The tax in question was put in auction and efforts were made to create demand through effective incentives; however, there was no suitor who bid more than the ascertained price. When the reasons of this situation were examined, it was understood that it resulted from the fact that the number of visitors and also the number of animals brought to the city last year and this year were less than ever. As there would be revenue loss if the aforementioned tax was collected not through tender but on government account, it is appropriate to relegate the matter to the Sanjak Administrative Council to have a declaration on what to do about the issue. Necessary means were implemented to exterminate the pestilent grasshopper in Jericho, before it reproduced further, and based on previous experiences, it has been understood that this would be possible only by using gas. Although fifty containers of gas have been obtained by our council up to now, it is obvious that there will be a need for much more. As it will not be possible for this gas to be provided for completely by our council, it is appropriate to gain permission to collect gas containers from the population of the villages which have not actively participated in the extermination of grasshoppers. The bidders for the livestock sales taxes (rusum al bâj) presented themselves (kaf yad) and the following (?) decision was taken. It was concluded that this [information] should be hung up for eleven days starting at the date below from 10 o’clock Arab time [illegible word]. Days of delay are to be deduced from the number of days of the [above] mentioned period and the afore-named taxes. Five thousand and one hundred piasters (qirsh) for the bidders were attained. Whoever wants to offer a higher bid (ziyâda) should inform the city council within this period. And in order for this to be [known], this announcement (‘alân) was published on the 5th of Mârt (1)308 (17th of March 1892).

We announce that the transfer of mail from Jaffa to Jerusalem and back is proposed for Dutch auction (munâqasa). The auction was decided in favor of the applicant who offered an amount of one thousand one hundred and fifty piasters. This Dutch auction remains for four days from 8 o’clock Arab time today, the 17th day of the month of March 1308 until 8 o’clock Monday the 21st. So everyone who is interested should contact the council within this period in order to bid according to the rules. And in order for this to be known, this matter (kîfîya) was announced on the 5th of Mârt (1)308 (17th of March 1892).

We announce that the municipal taxes (rusumât al baladîya) in the center (qasaba) of Hebron are proposed for a public bid (muzâyada). This public bid will remain [open] for two days from the date indicated below. So everyone who is interested should inform the city council in Jerusalem. And in order for this to be known, this matter was published on the 7th of Mârt (1)308 (19th of March 1892).

The council has decided to nominate one of us, the respectable (rifatillu) Muhammad Abd Al Wahâb Effendi Al Khâlidi and the respectable Tahar Effendi for the supervision of the improvement (islâh) and repairs (tamîr) of the street which begins at the municipal café and leads to the municipal hospital (hastakhâna), and to spend what is necessary from the municipal treasury according to the registers (dafâtir) which will be presented by those mentioned [above]. And in order to confirm this, this decision was reached on the 7th of Mârt (1)308 (19th of March 1892).

Circumstances require (?) that one of us, the vice-mayor rif’atlu Zaki Effendi, to evaluate (?) the activities of the contractor Mûsa Hamûda and his brother Husâyn regarding the street repairs he was contracted for with the agreement (sind al muqâwala) which is now subject to a court action at the request of the municipality (?). In order to respond, we remain on our position (?) that Husayn and his brother, the two mentioned contractors, should conduct the repairs of the mentioned road. They asked for attribution by the council, but one forth of the value was found to be missing (?). He was appointed to compensate this missing part so that it can be obtained from him. The above mentioned started his attempts from the date and there was also support (?) from the writer of the agreement. Thus in order to accordingly provide an answer to the court from the side of the mentioned vice-mayor this decision was taken on the 11th of Mârt (1)308 (The 23rd of March 1892).

Given the (approaching) end of the works in the public park and in order not to be late with planting the needed flowers and to take care (?) of the trees planted before, we find it urgent to nominate a gardener specifically (for this purpose?). Since Usbîrû Al Rûmi (the Latin?) has experience as a gardener, it was decided to nominate him as the gardener for the aforementioned park from the date written below with a monthly salary of five French liras.
Additionally (?) in order to prepare the soil of the above-mentioned place and open the needed path / road (?) it is necessary to hire ten daily workers along with the above mentioned for thirty days. In order to proceed in this way (?) and pay the gardener’s monthly salary and hire the workers and pay their wages from the budget (?), this decision was taken on the 12th of Mârt (1)308 (The 24th of March 1892).
