On condition that they do not place at their disposal children at an early age, petitioners were licensed, upon the above-registered marginal note, to practice their craft. However, it was observed tonight that adults and small children worked together. As such indecent situation cannot be regarded as permissible in Jerusalem, it is appropriate to relegate the matter to the Police department so as to prevent them to occur again. Decision to take action relating to a prices agreement, 5 May 1892 (Gregorian calendar) - 23 Nîsân 1308 (Ottoman fiscal calendar (Rumi)

The said clothes is composed of seven suits and for each suit, there is a need for 36 piasters at the rate of respected current akçe and four arşın of broadcloth. Since it has been understood as a result of the contract that the individual cost of the four suits of these seven suits is 88 piasters and the individual cost of the other three suits is 140 piasters, requiring a total cost of 1780 piasters, it is appropriate to take necessary action in respect thereof. Request for a warning regarding pollution of the air, 5 May 1892 (Gregorian calendar) - 23 Nîsân 1308 (Ottoman fiscal calendar (Rumi)

The flock of sheep and goats, sheltered by the above-stated persons in their homes located on the gates of Harem-i Şerif within the city, emits an exceedingly unpleasant odour, polluting the air, as stated by the doctor, and giving a considerable harm to the people living in nearby houses. It has become really impossible to pass the street due to the odour of these animals. Therefore, it is appropriate to relegate the matter to the Municipal Police to warn the concerned persons in order to take this aforementioned flock to an appropriate place outside the city, to inform that unless they were taken out within fifteen days, they would be done so by the Council, and that the resultant costs would be obtained from the animal owners. Court case between municipality and constructor concerning road from Jerusalem to Jaffa, 9 May 1892 (Gregorian calendar) - 27 Nîsân 1308 (Ottoman fiscal calendar (Rumi)

The khawâja Georgi Atînâki, [who is] the contractor for the construction of the road leading from Jerusalem to Jaffa, with the guarantee of the khawâja Georgi Butrîdi, has rejected the verdict concerning them issued by the civil court (mahkama bidâ’iya) in Jerusalem with respect to their inadequacy (qusûr) in the construction of the mentioned road. A summons (waraqat ihdâr) has been sent to one of us, the vice-president [of the city council] the respectable Zaki Effendi in order for him to go to Beirut. Since it is impossible for the aforementioned to go, one of us, [illegible] the respectable Muhammad ‘Abd al-Wahâb was elected as a authorized representative (wakîl) of the [city] council to follow the lawsuit in the court of appeal in Beirut. Therefore it has been decided on the council-level to give full power of attorney (wakâla mutlaqa) for this to the above mentioned, and to compensate him and pay for him all necessary expenses from the city council’s treasury in Jerusalem. This decision was taken on this basis by majority vote (kathiriyat al arâ). Written on the 27th of Nîsân (1)308 (9th of May 1892).

About renovation of Khân Al Sultân, 16 May 1892 (Gregorian calendar) - 4 Mayîs 1308 (Ottoman fiscal calendar (Rumi)

The cost of the requested reparation was surveyed and in accordance with the survey report enclosed herewith, it was understood that it approximately requires 1716 piasters as respected current akçe. The 4th of Mayîs (1)308 (16th of May 1892).

According to the decision taken on the 20th of Nîsân (1)308, it was concluded that sidewalks (qâldirîm) and sewage drains (laghm) should be built this year between the bridge of the Orthodox Patriarchate (Dayr Al Rûm) to the new house, and from there to the Latin Patriarchat (Dayr Al Lâtîn) until the (Sufi school of) Khânqa Al Salâhiyya and (the street called) Aqabat Khân Al Qubt until the new market and the Tabuna stairway and Bâb al Dabagha in Bâb Hitta, and from the home of the respectable Shahada Effendi Fiâd until Aqabat al-Aqîla with the necessary sidewalks from the end of the land belonging to the Armenian Patriarchate (Dayr Al Arman) until the short border of the old Orthodox Patriarchate.
And this [is to be done] by the contractor Jiryîs Sam’ân Al Zanânîrî for the price of seventeen piasters and thirty para for each meter of sidewalk, and thirty-five piasters for each meter of sewage drains, and eighteen piasters for each meter of stairs. It has become clear to the council that the mentioned contractor will not be able to finish all the above mentioned places. Therefore it has been decided that the gutter and sidewalk in Bâb Hitta be built by one of the members (of the council), the honorable Tahar Effendi (bi wudj al amâna) under the condition that he does not exceed the material. In order to pay what is necessary from the municipality and from the building administration (idarat al inshâ’ât) to the Effendi referred to above and to the contractor mentioned above, this decision was taken on the 4th of Mayîs (1)308 (16th of May 1892).

Budget matter relegated to the Sanjak Administrative Council, 17 May 1892 (Gregorian calendar) - 5 Mayîs 1308 (Ottoman fiscal calendar (Rumi)

In the beginning of March, the cost of the cleaning services of the Municipality was opened to auction by underbidding and it was decided that it shall be given to the one who would offer 4,410 piasters monthly, i.e., 52,900 piasters annually as respected current akçe. For a long while, the cleaning services have been carried out in this way and the conditions agreed upon with the contractor suffice in times when there is no occurrence of contagious diseases. In accordance with the provisions of this decree, efforts will be made to give closer attention to cleaning services than other times; just as it was done last year during the epidemic cholera that broke out in Damascus, cleaning will begin as of the beginning of June; as stated in the note presented herewith, the city will be separated into five regions, with towers built for each region and observers appointed to each. In the event that cleaning services be provided on government account, it came out that there would be a need for 74,730 piasters as respected current akçe. However, there are only 60,000 piasters reserved for this item in the budget; thus, it has been considered necessary to have another 14,730 piasters. Therefore, the said cleaning services must now be fulfilled through bidding. Nevertheless, as also stated above, should the need arise, it is appropriate to relegate the matter to the Sanjak Administrative Council in order to declare with an official letter that it could also be done on government account. In the letters presented in this respect thereof, there was no statement as to the reparation of the Bâb al-Amûd Gendarme Station. With regard to the gendarme station of the prison, a survey was made before and the arranged survey record was relegated to the Sanjak Administrative Council with the marginal note of our Council dated 1 April 1892. The requested reparation was opened to Dutch auction and necessary incentives given. After the completion of bidding, in accordance with the survey and underbidding letters presented herewith, it was decided that the reparation work be submitted to Dervish Al-Said Muhammed through the guarantee of Seyyid Muhammed Semz (?) at a rate of 1,200 piasters as respected current akçe. The 9th of Mayîs (1)308 (21st of May 1892).
