On the petition of Abdulfettah Bin Süleyman Nesibe
The financial power of the father of the owner of the petition, Suleiman Nesibe Effendi, has been investigated. It is seen that he not only has no financial power whatsoever, but is also not engaged in any form of work. The 17th of Agustos (1)311 (29th of August 1895).

According to the provisions of the 21. article of the new Vaccination Regulation dated 21 July 1894, it is necessary that the said expenses be covered from municipal funds. It is obvious that the provisions of the said directive shall be valid as it has been sent after the decree in question. Hence, it is appropriate to report in reply that its expenses must be financed through the municipal fund. The 23rd of Tishrîn Awwal (1)311 (4th of November 1895).

It has been understood from the hereby delivered map that the said road is composed of 550 meters and that a part of it will be taken from the Muslim children cemetery. It is not allowable to open a road from cemeteries, so it is possible to open a road without taking any part of the said cemetery; however, in accordance with the 12. article of the Public Buildings Regulation, it is necessary to inform both parties with a document, and if they have anything to say, they must report it within fifteen days as of the announcement date. It is appropriate to notify in reply that, if it is understood that their objections are unacceptable according to law, the costs of trees and land must be declared. على تحريرات قصبة بيت لحم بشأن تحويل طريق العربة

Regarding the Bethlehem road
It has been understood from this letter that it has been approved to repair the said road in the stated terms. It is appropriate to report in reply that the 4,000 piasters reserved for road improvement must be saved, and that the reparation cost be expended from the incomes of 1312 (1896-1997). The 11th of Tishrîn Awwal (1)311 (23rd of October 1895).

About building construction: In order to stop a building construction, the head of our council went to the Greek Patriarchate itself and communicated with the Patriarch on this matter. Nevertheless, there was no consensus since stopping the construction would cause great harm to the monastery. In this regard, it was responded that the governor of the Sanjak will be addressed on this matter in writing. The 20th of Huzayrân (1)313 (2nd of July 1895).

Necessity ot write of decree to the mutasarrifate: The said 726.3 piasters were sent over here and it was submitted to its owner. It is appropriate to send a written decree to the said mutasarrifate, along with the herewith presented bill certificate. The 11th of Nisân (1)311 (23rd of April 1895).

Regarding the reparation on the Bethlehem road
It has been understood from the hereby delivered map that the said road is composed of 550 meters and that a part of it will be taken from the Muslim children cemetery. It is not allowable to open a road from cemeteries, so, with due action to be taken later in respect thereof, in accordance with the 12. article of the Public Buildings Regulation, it is appropriate to inform both parties with a document if the said road can be opened from another place apart from the said cemetery land. If the concerned has anything to say, they must report it within fifteen days as of the announcement date, and that, if they have no objections, the costs of trees and land must be declared. The 23rd of Tishrîn Awwal (1)311 (4th of November 1895).
