Council decision to pay for painting of hospital rooms, 14 August 1900 (Gregorian calendar) - 1 Agustos 1316 (Ottoman fiscal calendar (Rumi)

It has been understood from the inspection report given by one of the municipal engineers, Nasrî Effendi, that the amount of 787 piasters darîj al band would be needed to paint some of the rooms in the hospital and if this was done in advance, it would be the first (?). Accordingly the council has decided to nominate one of us Yishû‘â Effendi with the mentioned engineer and the doctor, the honorable Shâwkî Effendi on the condition that they control the expenses. In order for the work to begin and to pay what is needed in installment from the council’s treasury, this decision was taken on the 1st of Agustos (1)316 (14th of August 1900).

There has been no order or clear rule regarding those experts who are selected from the municipality should be from certain communities on the basis of the population. Keeping this in mind, two persons from the Jewish community have been assigned and a few people have been offered positions. However, all these people have avoided the duty. For that reason, since he is one of the experienced experts, it has been found appropriate to re-assign Muhammed Halidî Effendi to the First Division Expertise, who had been assigned and had resigned since he was offered to visit the villages. Because of the nearing festivities for the feast of the throne (‘aîd al julûs) of the sultan, we have decided to nominate one of us the honorable Al Hâj Bakr Effendi Al Nashâshîbî in order to supervise the issue of the different needed expenses on the day of the feast and the night of decorations, in this in addition to the task given to Jiryîs Al Jawharîyya. In order to certify this, his decision was taken on the 16th of Agustos (1)316 (29th of August 1900).

Announcement about festivities and annulations of debts predating 1299, 1 September 1900 (Gregorian calendar) - 19 Agustos 1316 (Ottoman fiscal calendar (Rumi)

We announce to all the people that a telegraph dated on the 17th of Agustos has been received from the imperial Ministry of the Interior stating that a decree (irâda) from the Sultan has been issued on the occasion of the 4th century of the enthronement of our Sir, the great ruler of the believers, may God protect him on the path of the great califat (al khilâfâ al ‘uthma). In order to celebrate this happy day and ensure that beautiful memories remain among his self-sacrificing subjects who are loyal and eager to take care of him, the decree was issued based on a decision of the council appointed for this issue that all remaining miri tax arrears until the end of 1299 are pardoned, which according to the accounting of the imperial treasury exceed 11 371 000 liras and more. Those who are indebted with the treasury and whose debts date from before the end of the mentioned year can also be counted, and if any debts remain, they will be pardoned. The supreme pardon extends to all the people of Istanbul whose debts date from before the end of the mentioned year and concern the verko taxes of their homes and land in Istanbul. In response to the charitable wish of our Lord, the great ruler of the believers, these directions were published on the 19th of Agustos (1)316 (1st of September 1900).
