About renovation of police prison cells, 23 May 1892 (Gregorian calendar) - 11 Mayîs 1308 (Ottoman fiscal calendar (Rumi)

The said reparation was re-opened to auction by underbidding. However, as stated in the above-written marginal note, no one offered lesser price, for it was found to be at only the half of the level of the estimated cost. It is thus appropriate to take necessary action in respect thereof. The 11th of Mayîs (1)308 (23rd of May 1892).

Installation works for kitchen in hospital [undetermined word], 24 May 1892 (Gregorian calendar) - 12 Mayîs 1308 (Ottoman fiscal calendar (Rumi)

The council has realized the necessity to build the stores (places?) indicated in the last inspection report in order to install the kitchen ordered in Paris for the hospital (hastakhana). The amount allocated for hospital expenses in the budget is sufficient for the construction works. Therefore it has been decided by the council to nominate the respectable Tahar Effendi and the engineer under the supervision of the respectable Frankia Effendi and the engineer (illegible), under the condition that the amount shown in the mentioned inspection report not be exceeded and which is twenty-three thousand five-hundred piasters according to the official currency. In order for this amount to be paid in installments from the road revenues in the municipal treasurer’s office and in order for the works to begin, this decision was taken on the 12th of Mayîs (1)308 (24th of May 1892).

According to the decision taken on the 20th of Nîsân (1)308, it was concluded that sidewalks (qâldirîm) and sewage drains (laghm) should be built this year between the bridge of the Orthodox Patriarchate (Dayr Al Rûm) to the new house, and from there to the Latin Patriarchat (Dayr Al Lâtîn) until the (Sufi school of) Khânqa Al Salâhiyya and (the street called) Aqabat Khân Al Qubt until the new market and the Tabuna stairway and Bâb al Dabagha in Bâb Hitta, and from the home of the respectable Shahada Effendi Fiâd until Aqabat al-Aqîla with the necessary sidewalks from the end of the land belonging to the Armenian Patriarchate (Dayr Al Arman) until the short border of the old Orthodox Patriarchate.
And this [is to be done] by the contractor Jiryîs Sam’ân Al Zanânîrî for the price of seventeen piasters and thirty para for each meter of sidewalk, and thirty-five piasters for each meter of sewage drains, and eighteen piasters for each meter of stairs. It has become clear to the council that the mentioned contractor will not be able to finish all the above mentioned places. Therefore it has been decided that the gutter and sidewalk in Bâb Hitta be built by one of the members (of the council), the honorable Tahar Effendi (bi wudj al amâna) under the condition that he does not exceed the material. In order to pay what is necessary from the municipality and from the building administration (idarat al inshâ’ât) to the Effendi referred to above and to the contractor mentioned above, this decision was taken on the 4th of Mayîs (1)308 (16th of May 1892).

Request for a warning regarding pollution and traffic, 23 May 1892 (Gregorian calendar) - 11 Mayîs 1308 (Ottoman fiscal calendar (Rumi)

Indeed, leaving the said reparation as it is now will not only impede the traffic, it will also pollute the air. It is appropriate to relegate the matter to the Municipal Police Force in order to summon Hasan Bin Halil, Mahmud El Şeref and Hacı Bekir Effendi El Davud, who do not give consent to the immediate completion of the reparation, and to have the reparation be done by force, should the need arise. About reparation of a bridge, 24 May 1892 (Gregorian calendar) - 12 Mayîs 1308 (Ottoman fiscal calendar (Rumi)

The incomes of the said boat was left to the council’s fund for the purpose of spending on the reparation of the bridge over the said river. Subsequent to the request of the Sanjak’s accounting, this amount was absorbed into the original cost and it was recorded by the sanjak’s accouting as the income through debit of the petitioner. It was also understood that the content of the other petition was irrelevant to the sphere of subjects of our council. The 12th of Mayîs (1)308 (24th of May 1892).

Court case between municipality and constructor concerning road from Jerusalem to Jaffa, 9 May 1892 (Gregorian calendar) - 27 Nîsân 1308 (Ottoman fiscal calendar (Rumi)

The khawâja Georgi Atînâki, [who is] the contractor for the construction of the road leading from Jerusalem to Jaffa, with the guarantee of the khawâja Georgi Butrîdi, has rejected the verdict concerning them issued by the civil court (mahkama bidâ’iya) in Jerusalem with respect to their inadequacy (qusûr) in the construction of the mentioned road. A summons (waraqat ihdâr) has been sent to one of us, the vice-president [of the city council] the respectable Zaki Effendi in order for him to go to Beirut. Since it is impossible for the aforementioned to go, one of us, [illegible] the respectable Muhammad ‘Abd al-Wahâb was elected as a authorized representative (wakîl) of the [city] council to follow the lawsuit in the court of appeal in Beirut. Therefore it has been decided on the council-level to give full power of attorney (wakâla mutlaqa) for this to the above mentioned, and to compensate him and pay for him all necessary expenses from the city council’s treasury in Jerusalem. This decision was taken on this basis by majority vote (kathiriyat al arâ). Written on the 27th of Nîsân (1)308 (9th of May 1892).

Budget matter relegated to the Sanjak Administrative Council, 19 May 1892 (Gregorian calendar) - 7 Mayîs 1308 (Ottoman fiscal calendar (Rumi)

The expenses requested by the petitioner to be paid has been investigated and considered to be correct. On the other hand, it is appropriate to relegate the matter to the Sanjak Administrative Council in order to declare through which cost item this expense shall be paid. Legal issue regarding a new construction, 24 May 1892 (Gregorian calendar) - 12 Mayîs 1308 (Ottoman fiscal calendar (Rumi)

On 14 July 1891, the said person applied with a petition in order to make a contract with our municipal council with the aim of constructing four shops and four rooms in the locality which is a leftover of the road and on part of which a coffeehouse had been constructed. Thereupon, the said locality was surveyed and it was understood that the desired constructions would approximately cost 80,000 piasters. Since there is a great benefit in the construction of these buildings, in spite of the lack of cash in our council’s fund and the high volume of the expected cost, it was unanimously decided for the construction of the aforementioned buildings in accordance with the map enclosed herewith, on the condition that these buildings be used for twelve years, that 10 French liras be deposited into the municipal fund and that the right of usage be relinquished after twelve years. In accordance with the 39th and 42nd articles of the Provincial Municipal Law in effect as regards this matter, the required contract was drawn up and a written promise bond was taken. In the Court of First Instance, the person signing the contract claimed that when the relevant buildings started to be constructed, the said land belonged to the nuns named Ofimyâ (?) living nearby, and were left over from their land. Therefore, in accordance with the relevant regulation, the construction of the building had to be stopped for fifteen days. Upon recognizing the fact that the aforesaid nuns had no right on the land, that it was a locality which is a leftover of the road and on part of which a coffeehouse had been constructed, the construction of the building was authorized to be completed. The reason underlying the fact that the construction has not started yet is that Sedat Alemiye, whose name is written in the drawn up contract, wants to have a benefit by way of opening a gate in order to open up a connection between his hamam and waterway. Hence, the protest made due to this reason has been already refused and it has been decided by our Council that the petitioner has to refer to the relevant authority if he has anything to say. Nonetheless, order and decree belong in any case to the one who has will. The 12th of Mayîs (1)308 (24th of May 1892).

Notifications about a land conflict, 25 May 1892 (Gregorian calendar) - 13 Mayîs 1308 (Ottoman fiscal calendar (Rumi)

It has been understood from the above-written inspection that the said road has existed for a long time and that it was enclosed and added by Zaebu Carur (?) and Silib Hamur (?) to their own lands without any legitimate ground. Hence it is appropriate to notify the Directorate of the Kaza of Bethlehem through the rescript of the Mutasarrifate about the fact that the road should be restored in case of availability of the municipality’s engineer.
