As a result of investigation, it has been understood that the great quantity of soil and gravel accumulating as a consequence of the stone pit opened on the land belonging to the person named İsâ al Karûd from Bethlehem must have been left by the labourers working on the land, which is adjacent to it, and belongs to the persons named Hana al İlyâs and Abdulahad bin Musa. Hence, it has been understood from this letter and two petitions attached to it that the Bethlehem Municipal Council has decided that 3.5 piasters French liras be collected from the persons named al İlyâs and Abdulahad bin Musa, and that it be given to İsâ al Karûd for the purpose of removing the said inconvenience, and that İsâ al Kârud be held responsible for the removal of soil on his land. Although it seems that it is necessary to implement the decision taken by the local municipal council for the removal of the said danger and convenience, notification of taking due action in respect thereof is left to the mutasarrifate’s decree. Construction of a special place in the city to sell vegetables and fruits, 21 June 1900 (Gregorian calendar) - 8 Huzayrân 1316 (Ottoman fiscal calendar (Rumi)

It has been decided by the Municipal Council and ratified by the Sanjak Administrative Council that, on the purpose of preventing any congestion in the narrow streets and markets, a special place be constructed for peasant women coming to the city for selling vegetables and fruit within baskets and sacks. Thereupon, a convenient land located near Bab-al-Halil has recently been rented by the municipality, covered with wood and zinc, and it has been prohibited since then for the said women and the like to sit at the markets. From those wishing to sit and sell their products at this place constructed by the municipality, 10 paras are being taken from each basket and 20 paras from each sack in exchange of the rent price. The petitioners stated that they have been damaged due to this situation and demand that a permission be given for the women coming to sell their products to sit at the markets, as was the case before, or another place be allocated to them within the city. However, no suitable place could be found within the city. The 8th of Huzayrân (1)316 (21st of June 1900).

Upon the petitions given by those applying to the Ottoman State for tasks of construction and reparation, necessary licenses are given after necessary actions are taken by the tax office and its related department. In addition, if the municipality is informed that an unlicensed building is constructed in order to procure state properties and municipal taxes, no hesitation is shown for taking legal action against its owner. Nevertheless, following the real estate examination made last year, a request was made via a letter and relegated to the Tax Directory for drawing up a register showing the scope of construction and the names of owners if any building is constructed without obtaining a license from and giving notification to the municipality, in order to come to a conclusion through a comparison of given licenses and to take legal action against their owners. However, it has not been given yet; besides, a register will also be drawn up after this year’s construction examination; hence, the matter of relegating the matter to the Tax Directory for the immediate delivery of the copy of the said register has been left to your sublime decree. Necessary warnings have been issued to municipal officials to double their attention for not allowing any unlicensed construction. The 8th of Huzayrân (1)316 (21st of June 1900).

Upon the petition given on 24 May 1900, involving the objection raised due to the valuation of 21,000 piasters for the household belonging to the Jewish person named Avram Bin Sahak
An inspection has been made about the place, for which an objection was raised, and it has been understood from the above-written marginal note that it has been valued at a rate of 10,000 piasters. The 10th of Huzayrân (1)316 (23rd of June 1900).

Warnings about construction work, 26 June 1900 (Gregorian calendar) - 13 Huzayrân 1316 (Ottoman fiscal calendar (Rumi)

An allegation has been made by Halil Naşaşibi Effendi about the buildings constructed by Hacı Bekir Naşaşibi Effendi. Hence, in accordance with the provisions of the 53. article of the Public Buildings Regulation, a warning has been issued to Hacı Bekir Effendi for taking from him the necessary surety bond and halting the said building construction work. However, it has been understood from the engineer and sergeant Effendis sent for notification that he did not accept the said warning and continued the construction work. Hence, as regards taking legal action as to stop the building construction work for fifteen days, it is appropriate to relegate the matter to the Municipal Police Force. The 13th of Huzayrân (1)316 (26th of June 1900).

Public bid for water works and installation of telegraph lines (detailing working conditions), 4 July 1900 (Gregorian calendar) - 21 Huzayrân 1316 (Ottoman fiscal calendar (Rumi)

We announce that according to the sultan’s decret (al irâda al sunnîyya) concerning the renovation of water reservoirs and their dependent systems in 14 places along the Hijâz road from Balqa’ to the place known as Al Bî’r Al Jadîd (the New Cistern) under the supervision of the special committee for the establishment of telegraph lines in the Hijâz, there will be a need to pay 1700 master builders and 1000 workers daily. Every day eight to 16 master builders should work to build walls and a stone quarry, along with four stone cutters, and 10 workers.
For the announcement of the Dutch auction, it was decided to present the mentioned workers as follows : each master builder should be paid 22 piasters and each worker 9 piasters, considering that each riyâl majîdî equals 24 piasters and five para, under the condition that the master builders and workers be neither too young nor too old, and that they be capable and experienced in their work.
The contractor should count full salaries for the master builders and workers when they are present on the road and at work. During the days where are obstacles to work, such as lack of the needed materials or water, (he should count) half of the salaries. On days where they get sick or are late in getting work done for inadmissible reasons, they will not get their salary.
The contractor should give all master builders and workers two monthly salaries in advance (bi wûdj al salf) from the time they go to work. For the trip and the transportation of the things and supplies of these masters builders and workers, (the contractor) should give each of them the money for the rental of a camel from the time they begin to move until they return with the water and the construction tools given by the government.
So everyone who is interested in this Dutch auction should contact the municipality in Jerusalem within five days starting from today. In order for this to be known, these directions were published in the 21st of Huzayrân (1)316 (4th of July 1900).

Delivery of vaccine tubes for smallpox, 5 July 1900 (Gregorian calendar) - 22 Huzayrân 1316 (Ottoman fiscal calendar (Rumi)

It has been presented by our council via a letter dated 25 June 1900 and numbered 89 that, due to the outbreak of smallpox in some parts of the sanjak, those in need must be vaccinated as soon as possible, and that the 300 tubes remaining from the 500 tubes requested last year and 500 other tubes must be delivered more rapidly. Hence, as regards the swift delivery of the said 800 tubes, it is appropriate to re-notify the Ministry of Medicine via a telegraph. The 22nd of Huzayrân (1)316 (5th of July 1900).

About taking a license for buildings construction, 9 July 1900 (Gregorian calendar) - 26 Huzayrân 1316 (Ottoman fiscal calendar (Rumi)

Upon a letter presented approximately two months ago by His Highness the Patriarch Effendi,with regard to taking a license for the construction of some buildings at the place that is located near the village of Tur and which goes by the name of Galalya (?), belonging to the Greek Patriarchate, a disagreement occurred, during its relegation to the relevant office for taking legal action, between the Waqfs office and the Office of Main Register of Revenues due to the type of the land there. The situation was thereupon relegated to the Sanjak Administrative Council; but no decision and result have yet been taken on this matter. It has been stated in the report given today by the engineers that an unlicensed construction of the said buildings was still initiated and that it is planned to transform it into a church in the future, depending on its prospective form and appearance. Not only the journeymen have been warned to cease the construction, but a decision has also been taken to impose a fine on them; hence, it is appropriate to notify the said patriarch that the construction work must be halted until a license is obtained. As a result of investigation, it has been understood that, on the third day of July of 1316 (16 July 1900), each şinik of wheat and barley are valued at the above-written prices as respected current akçe. This bill has been arranged upon the demand by the Waqfs’ Accounting. The 3rd of Tammûz (1)316 (16th of July 1900).
