The water transferred from Bitir to Jerusalem by railroad is obtained from the spring located in this village and known as Ayn-ı cami’, which is owned by the railroad company. Therefore, in order to explain to the petitioners that they do not have any right to demand compromises for this reason, it is appropriate to relegate the matter to the municipal police force. Public bid attribution: The requested reparation was put to tender, effective and attractive incentives were given, and finally the bidding was completed. It has been deemed appropriate to write in reply that five architects, two carpenters, three carriers, two plasterers, five masters and four workers, i.e. 21 people in total were dismissed last Thursday and that their wages shall be determined by Muallim Salih from Betlehem who is now there. The attached report by the municipal doctor has revealed that the current location of the said machine would distract the students, thus deranging brain power and damaging their capacity to study. Hence, the petitioner asserts that, if the saw, the part of the machine making noise, is not removed, the said tenant can be taken out of this place following the payment of the rent given by the tenant of the said place for the period until the end of the Hijri year. Thus, as regards summoning the tenant named Konstantin Al Tüccar (?) and warning him to remove the said saw as specified, and immediately taking him out of this place, unless he accepts this, and re-paying him the rent via the petitioner, it is appropriate to relegate the matter to the Gendarme Commandership. It is stated in the report, dated 5 February 1911, given by thee municipal engineer that a room, which is located in the northern side of the Beyt Yakub Company outside the city and is owned by the Rabbi Lebib (?) Effendi, is about to collapse and thus must be demolished. Hence, in accordance with the 48. article of the Public Buildings Regulation in effect as regards this matter, two warnings have been sent to the aforementioned persons in order to demolish the said wall, but necessary action has not been taken thus far. Hence, in accordance with the said article of the regulation, the said room must be demolished following a mandate to be drawn up by the municipal engineer Nasri (?) Effendi, mukhtar of the neighborhood, and an official from the municipal police force, with the condition that the demolition expenses be covered from the wreckage cost or collected from the persons in question. It is appropriate to give an order and relegate the matter to the Gendarmerie Commandership for taking due action in respect thereof. The 23rd of Kânûn Thânî (1)326 (5th of February 1911).

Adjacent to the holy office of Seyyidena Davud Aleyhisselam, inhabited by Sheikh Hüseyin Effendi and Sheikh Hasan Effendi, and under the trustyship of Ömer Mahmud Effendi and Abdullah Beşer Deccani Effendi, a room is about to collapse, posing a threat, and thus in need of demolition. It was stated in the municipal engineer’s report dated 30 December 1908 that it must thus be demolished, and a warning was issued to the said persons for removing the imminent danger either by reparation or demolition. However, nothing has been done yet; hence, in accordance with the 48. article of the Public Buildings Regulation in effect as regards this matter, it must be demolished and demolition expenses covered from the wreckage cost; if not, collected from the persons in question after the arrangement of a mandate of a committee composed of the council member Muhammed Kâtip Effendi and the engineer Nasır Effendi, muhtar of the, and an official from the municipal police force. It is appropriate to relegate the matter to the Gendarme Commandership for taking due action in respect thereof. The 1st of Kânûn Thânî (1)324 (14th of January 1909).

Even though the situation has been announced by the municipality, it is appropriate to relegate it to the related Office of the Chief Engineer of the Public Works, to the Gaza administration for its announcement and to explain the situation to the Kaymakamlık of Jaffa.
