Places collectively possessed and title deeds granted for their shares shall be identified by the officer of the Imperial Registry (Internal Affairs, Imperial Registry).

Wooden shops owned by the Jerusalem Municipality prior to the German Emperor’s visit were asked to be delivered to the military. These shops shall be demolished; revenues from the buildings constructed in their place shall be equally shared between the municipality and the military (Military Affairs).

A society has been founded in major cities in order to resolve conflicts among different nations. This society is not approved to be established in Jerusalem or in other parts of the Ottoman Empire (Foreign Affairs).
Repairing of the government building of Jerusalem (Jerusalem).
Halil Gate [Bab-ı Halil] at the entrance of the Imperial Barracks and the Grand Church in Jerusalem shall be enlarged to let cars pass through. New shops shall be constructed instead of the ones decided to be demolished (Military affairs).
The delayed construction works shall be finished, which are the roads and bridges between Haifa and Jaffa, between Jaffa and Jerusalem and from Haifa to Nasıra and Taberiye (Public Works [Ministry]).
Abdurrahim Bey and Land Efendi report that the road construction works are delayed. Jerusalem District [Mutasarrıflık] and Public Works Ministry are notified to finish them immediately (Beirut, Jerusalem).
