It is not permissible to grant title deeds for the parts of the state [miri] lands of Jerusalem outside the city walls which have become freehold [mülk]. Places collectively possessed and title deeds granted for their shares shall be identified by the officer of the Imperial Registry (Internal Affairs, Imperial Registry).
