This letter has been thoroughly examined by our council. There is no decision allowing buildings within the city not to be subject to the provisions of the Public Buildings Regulation. The current buildings within the city are adjacent to each other, being composed of three to four floors; therefore, until this year, the municipal council have not attempted to demolishing current buildings and taking land for the purpose of re-opening a street or expanding the current ones, or aligning them with the direction, which have led, naturally, to the implementation of the aforementioned provisions of the Public Buildings Regulation. The eighth article of the Public Buildings Regulation states that those spaces to be integrated into a road for the purpose of expansion shall be taken during a construction of buildings at both sides of the road and drawing of a boundary. It has been demanded that a part of the said spaces belonging to the Armenian Monastery be submitted for the road; however, these will form an obstacle in front of them, being thus of no use for the road; hence, if it is necessary to grant a license for their construction, a permission must be obtained by the mutasarrifate for an enactment of that copy. Since there is no inconvenience for hunting in the empty land at a distance from the villages of Ayn Karim, Malha and Eriha, it is appropriate to relegate the matter to the Public Debts Administration to grant a license to the petitioner. The 23rd of Kânûn Thânî (1)314 (4th of February 1899).

It has been decided to build a model of the honorable Dome of the Rock and the Chain Dome with a notecase that contains the photos of some religious and pilgrimage areas from seashells, and people of Bethlehem have been contracted for the purpose. The council has decided to pay seven French liras to Khawâjah Dâwûd Sâsûn Al Sâyigh, who pledged to the people of Bethlehem to make a gold lock for the mentioned notecase. In order to pay this sum from the municipal treasury in Jerusalem, this decision was taken on the 5th of Tishrîn Awwal (1)314 (17th of October 1898).

Based upon the application presented by Abdullâh Al-Maslamânî and his companions, to be given a license to operate a chocolate factory. Since it has been understood from the police report that there is no danger in their work, we recommended to give them the license for a month starting from the 3rd of Tishrîn Awwal (1)314. According to this, the decision was taken on the 5th of Tishrîn Awwal (1)314 (17th of October 1898).

For the medications in our council’s hospital, labels have been donated from Paris, which are worth of 206 Francs, 85 centimes. Hence, it is appropriate to notify the Jaffa Customs Directorate via a decree that the said goods be cleared through customs without tax. The 1st of Tishrîn Awwal (1)314 (13th of October 1898).

According to the list granted from the repairs commission, which have been referred to this department about the need to appoint municipal inspectors, the people whose names are listed above have been elected for one month, starting from the day they start work with a monthly salary of 200 piasters, with each of them given a uniform. For this reason, this decision was taken on the 1st of Tishrîn Awwal (1)314 (13th of October 1898).

It has been understood from the above-written annotation by the engineer that 5,500 piasters as respected current akçe are needed for a construction of a guard wall after leveling the soil and debris accumulated in the said land. If the water fountains around Harem-i şerif are started to be repaired, its inspection shall be carried out. The 28th of Aylûl (1)314 (10th of October 1898).
