It is not permissible to grant title deeds for the parts of the state [miri] lands of Jerusalem outside the city walls which have become freehold [mülk]. Places collectively possessed and title deeds granted for their shares shall be identified by the officer of the Imperial Registry (Internal Affairs, Imperial Registry).

Wooden shops owned by the Jerusalem Municipality prior to the German Emperor’s visit were asked to be delivered to the military. These shops shall be demolished; revenues from the buildings constructed in their place shall be equally shared between the municipality and the military (Military Affairs).
