That, upon the abolition of the capitulations, acquiring Ottoman citizenship has become the same as stipulated by the laws in force in other states. That the duration of residence in Jaffa of Matyo Mihal, a Greek subject residing in Jaffa, is too short for him to acquire Ottoman citizenship, and that a copy of the related memorandum should be sent to him for the proper execution of the necessarry procedure regarding this matter.
