About a Dutch auction, 17 February 1910 (Gregorian calendar) - 4 Shubât 1325 (Ottoman fiscal calendar (Rumi)

In line with the content of this letter, relevant documents have been published in order to indicate that those interested in the Dutch auction to be organized for the provisions in question must apply to the Jerusalem Area Commandership or to the Sanjak Administrative Council. About a house wall about to collapse in the Saha neighborhood (?), 14 April 1902 (Gregorian calendar) - 1 Nîsân 1318 (Ottoman fiscal calendar (Rumi)

It was stated in the report given by municipal engineers that the wall of the house, located in the Saha (?) neighborhood within the city and owned by the persons named Hacı Ali, Hacı Selim, Emin, Ratıp and Amruz El Ca’uni, is about to collapse and pose a threat. Thus, in accordance with the 48. article of the Public Buildings Regulation in effect as regards this matter, the said persons were warned on 11 March 1902 and 31 March 1902 in order to determine the necessary time period for removing the said inconvenience. This period has terminated and nothing has changed, though. Since the said damage has to be immediately removed, the household in question must be demolished, in accordance with the specified regulation article, after the arrangement of a mandate of a committee composed of the municipal engineer, muhtar of the neighborhood and an official from the municipal police force, with the demolition expense financed through the wreckage. It is appropriate to relegate the matter to the municipal police force to take due action in respect thereof. The 1st of Nîsân (1)318 (14th of April 1902).

About a land confiscated for a hospital to be built in the village of Silvan, 11 May 1909 (Gregorian calendar) - 28 Nîsân 1325 (Ottoman fiscal calendar (Rumi)

The Grand Vizierate’s telegram dated 7 May 1909 states that the former notice requires that the necessary land be confiscated for the hospital to be built in the village of Silvan. Here is what is said in 6. and 7. articles of the Real Estate Confiscation Regulation: “An appraisal of a property is realized by three neutral, competent and sworn experts, selected by municipal and vill councils in their locality. These experts, together with a municipal council member, a person from the canonical court, one person from the Waqfs office and one person from the Office of Main Register of Revenues, go to the place where buildings are located and appraise their value with a thorough examination; and the letter drawn up by them is sealed by all of them and is subsequently given to the municipal council.” Hence, for the appraisal of the said land as specified, Hacı Yusuf Defâvir Effendi (?), Ömer Davudi Effendi and Nesim Al Yaşar Effendi has been selected as experts; and the municipal council members Hadji Sa'id Dakkak Effendi, Hajdi İbrâhim Necib Effendi, Hacı Ali Effendi and Anton Effendi have been thus appointed. For the appointment of one person from the canonical court and one person from the Office of Main Register of Revenues, it is appropriate to relegate the matter to relevant departments. About a letter by the Ministry of Treasury regarding the gashouse, 17 January 1906 (Gregorian calendar) - 4 Kânûn Thânî 1321 (Ottoman fiscal calendar (Rumi)

Concerning the marginal note written on 5 October 1905 by the Sanjak’s Accounting upon the letter, dated 11 September 1905 and numbered 28, sent by the Ministry of Treasury regarding the declaration of value, measures and limits of the Gashouse so as to take counterfoils for its modification on behalf of the Treasury
Two bills requested to indicate the value, measures and limits of the said gashouse have been arranged and hereby presented. As can be gauged from the hereby delivered map, the land purchased previously from the municipal fund to the gashouse administration is very larger than the land necessary for the administration and there is a need for a storehouse. Even though a road was opened in its midst with a measure of 4,000 arşın square, no title deed was given during the parcelling of the said land; so it is up to the mutasarrifate to decide on giving a title deed on behalf of the municipality for this parcelled land which did not require a storehouse during the switch of administration on behalf of the Treasury. The 4th of Kânûn Thânî (1)321 (17th of January 1906).

About a letter regarding titles of stores and shops constructed by the municipality, 26 September 1901 (Gregorian calendar) - 13 Aylûl 1317 (Ottoman fiscal calendar (Rumi)

A letter and register were presented by our council regarding the stores and shops, which had been gradually constructed at various times by the municipality on the surplus of roads pertaining to the municipality next to the Bab-al-Halil gate and in the midst of Umran, and whose title deeds have somehow not yet been issued, and also regarding the granting of necessary title deeds for other real estates and buildings. The Sanjak Administrative Council thus confirmed the granting of necessary title deeds and the matter was relegated to the Office of Main Register of Revenues for taking necessary actions in respect thereof. Nevertheless, it was demanded by the Office of Main Register of Revenues that the said road surpluses be considered as a state land; a conveyance and transfer tax be taken at a rate of 30/1000 of its value; and a tithe price be determined and paid as of the beginning of the construction of these buildings. Thus, even though the said land is, as specified, a road surplus, and is located in the midst of Umran, which is legally a town, it would not be necessary to consider it as a state land, so it has been found necessary to grant its deeds as a property; hence, it is appropriate to relegate the matter to the Office of Main Register of Revenues to take due actions in respect thereof.
