Regarding the Dutch auction for bread to be distributed every three months to Maghrib community at the Ali Medin Al Guş (?) kaddese sırruhû al Aziz (?) zawiya located in Jerusalem
The persons thought to have an interest in this auction were summoned to our council. After necessary incentives, 0.05 piasters was decreased from its previous cost. It was decided that the each batman of the said bread be distributed by Hasan bin Muhammed under the guarantee of Al Hac Mustafa Helal at a rate of 2.2 piasters. And the previous suitor then withdrew from the auction. The 25th of Agustos (1)320 (7th of September 1904).

Announcement of legal sanctions about throwing garbage and urinating in the street, 14 September 1904 (Gregorian calendar) - 1 Aylûl 1320 (Ottoman fiscal calendar (Rumi)

In spite of warnings, many people urinate in the alleys and in the streets and cast garbage and dirty water from their houses and stores into the street. This is detrimental to the quality of the air and to public health and causes aversion to passers-by and transients. Therefore the necessary orders have been given to police officers, municipal guards and members of the gendarmerie to either arrest or to give the necessary information to the municipal council and the police about everyone who dares to urinate in the alleys and streets, or throw his garbage into the street, so that he be punished according to the law. Accordingly all the people and inhabitants should stop these ugly manners and throw the garbage of their homes or stores in the containers for this purpose in front of their homes. It is collected by the cleaning contractors who make daily rounds at the necessary times for this purpose. So whoever violates (these rules) makes himself punishable by law. In order for this to be known, these directions were published on the 1st of Aylûl (1)320 (14th of September 1904).

Eleven potentially stolen cows to be kept for 15 days then sold off, 15 September 1904 (Gregorian calendar) - 2 Aylûl 1320 (Ottoman fiscal calendar (Rumi)

We announce that according to a telegram from the qaimaqamiyya of Bani S‘ab dated on the 31st of Agustos (1)320 that 11 male and female cows have been taken from one suspicious member of the people there. He pretends that he is taking care of them for someone from Damascus without mentioning his name. Since there is no doubt that the mentioned cows had been stolen, it has been decided that if after 15 days from Sunday 30th of Agustos (1)320 the owner has not come forward, they will be sold under the supervision of the court (mahkama shar‘iyya) and the income kept in the treasury. If there is an owner, he should turn to the mentioned judge. In order for this to be known, these directions were published on the 2nd of Aylûl (1)320 (15th of September 1904).

Upon a bill regarding Dutch auction of the cost of 25 kırba (tulum) of water to be transferred per day from Harem-i Şerif to the Imaret of Haseki Sultan, 11 October 1904 (Gregorian calendar) - 28 Aylûl 1320 (Ottoman fiscal calendar (Rumi)

Upon the bill dated 31 August 1320, given by the Sanjak’s Accounting regarding the Dutch auction of the cost of 25 kırba (tulum) of water to be transferred per day from Harem-i Şerif to the Imaret of Haseki Sultan as of the beginning of September of 1320 (14 September 1904)
The transfer cost of the said water was put on Dutch auction and it was decided that each tulum of water be transferred by Muhammed İbrahim Abu Semre, under the guarantee of Hasan Abdad Sadavi (?) for 0.08 piasters at the rate of daric-i bender. The 28th of Aylûl (1)320 (11th of October 1904).

Upon a notice regarding the change of the course of the general sewage passing near the mosque in the village of Silvân, 12 October 1904 (Gregorian calendar) - 29 Aylûl 1320 (Ottoman fiscal calendar (Rumi)

Upon the notice, dated 8 September and numbered 103, sent by the Waqfs’ Accounting regarding the change of the course of the general sewage passing near the mosque in the village of Silvân and the decision, dated 17 September 1904 and numbered 754, taken by the Sanjak Administrative Council behind this notice
It was previously considered that the current status of the said sewage would pollute the air due to its proximity to the city and the village of Silvân as well, and it was understood that, for moving it away from 1,300 meters, i.e., up to the spot known by the name of Ayn’ul-luze, the necessary expenses would approximately add up to 101,600 piasters. As the town of Jerusalem is increasingly developing and expanding thanks to the His Royal Highness Sultan, it has turned out that it is necessary to establish the said sewage, which cannot now be done due to the insufficiency of municipal incomes, and also new roads, pavements, sewers and other reconstruction works in various places in order to facilitate traffic inside and outside the city. In the letter, dated 12 September 1884 and numbered 24, sent by the Ministry of Internal Affairs following the decision by the State Council regarding the financing of the approximate amount of 3 million 15 thousand piasters necessary for these items, a permission was given to take an entrance tax for 12 years from the cereals, vegetables, wood, coal and other packs of merchandise brought to Jerusalem. As the term of this tax has expired, our council presented a notice on 28 April 1900 for renewing this tax for 15 years and relegated the matter to the Sanjak Administrative Council. However, due actions have not been taken in respect thereof yet and as no other financing could be found, the said sewage course has remained unchanged. For the prevention of the damage by means of maximally changing the sewage course at the end of the said mosque construction, some operations and excavations were recently realized there, which all costed an approximate amount of 2,000 piasters. During these excavations, an old course in need of repair was explored, which was away from the said mosque; however, it was composed of only 300 meters, so it was not considered to be adequate for fulfilling the objective. Nevertheless, until a financial source is found for the high amount of cost necessitated by the change of the said sewage in line with its previous inspection, it was considered necessary that, in order to prevent for the time being the damage in the vicinity of the mosque, it be moved off at least 50-60 meters from the place named Birayûb through an open course following the old course explored before. Thereupon, the work in this copy was inspected and it was understood from the hereby inspection report by the municipal engineer that it required a cost of 6870 piasters at the rate of daric-i bender. As there is not only any provision in our council’s budget regarding the expenditure of the said sum, but also there is not much income in this year for non-budgetary expenditure, it has been considered that the said sewage be repaired and changed on loan to be covered from next year’s incomes. It is still appropriate to relegate the matter to the Sanjak Administrative Council for negotiation and decision. The 29th of Aylûl (1)320 (12th of October 1904).
