Consultation Office of the Legal Counsellor

Established as a unit affiliated to the Ministry of Foreign Affairs in 1883/1301, the Advice Bureau is a counselling body that examines the legal issues concerning the foreign affairs of the Ottoman State and offers its opinion on them. While there are books, papers, journals, etc. in this catalogue, there are also documents related to Straits Question, Moorish Question, abolition of the capitulations, Lahey Conference, International Paris Medical Conference, treaties as a result of the public wars, Question of the Islands, protocol of peace and friendship with Brazil, foreign institutions in the Ottoman State and so on.

Classified Correspondence Office

This series includes correspondence from the Confidential Correspondence Office of the Ministry of Interior (Dahiliye Nezareti Şifre Kalemi), which conducted the communication of the units of the Ministry with the other provinces and lieutenant governors and, when necessary, acted as an intermediary agent where the quick and secret communications of the other ministries and state offices were enciphered.

This series includes documents concerning the forgiveness of some people to pay tithe; regulation of the shrines; establishment of the companies; assignments of employees to the offices of the Council of State; dismissal of the employees; and information about the state of some schools, mosques and soup-kitchens.

Diversified Petitions

This series includes official letters, permission and similar documents directly presented to the Palace Secretary by the Ministry of War, the Ministry of Marine, Imperial Arsenal of Ordnance and Artillery (Tophane-i Amire), the Ministry of Judicial and Religious Affairs, the Ministry of Foundations, the Ministry of Education, the Ministry of Commerce and Public Works and the Ministry of Police as well as other ministries and the Office of Sheikhulislam (Meşihat Dairesi). In addition, it includes petitions, complaint letters, gratification letters and petitions sent by the public directly to the Palace Secretary. Documents usually deal with military issues, events in and out of the state, security, Armenian issue, banditry and violation of the frontiers. Besides, there are also some judicial, çivil, financial and foreign problems dealt with in these documents.
