In the telegram, dated 13 December 1892, sent from the Ministry of Internal Affairs, it was stated that the cost of a whole circulation pump is 40 Ottoman liras. If this type of circulation pump is sent, the municipalities of Jerusalem, Jaffa, Gaza and Ramla are available to purchase them. As regards the town of Hebron, half of the amount of the written sum can be collected from the municipality and the other half from the people. It has been understood that there is no necessity to allocate a permanent expense item for them, that they can be used if necessary, and that in the past there were no pumps in the municipalities. The 19th of Aylûl (1)310 (1st of October 1894).
