The municipal council did not break the conditions of the contract and [it has been found that] the contractor and his guarantor had no excuse to delay paying the fees of the carriage road. According to the conditions of the bid, the tax farmer has no right to postpone [paying one] para of the taxes for any reason, and [therefore] no excuse is accepted neither for him nor for what might happen and cause losses. [Thus,] we maintain the rights of the council to execute the legal procedures against the contractor and his guarantor in accordance with the conditions of the endorsed contact on the 8th of Mâyis (1)315 (19th of May 1899).
