After the evaluation of the petition by the council, the auction bill was referred to, and it was understood that there is a stipulation to take a tax of 5.3 piasters from the carriers transporting various goods and carpenter equipments from inside and outside of Jerusalem, surrounding places and the train station. In the petition it is stated that German Jews employ draught animals and carriers, conveying stones from Han Vahid (?) for the hospital they are constructing outside the city walls, between Sehbender and the municipal hospital, thus requesting to take from the fixed tax in accordance with the auction bill. On the other hand, it is understood that the carriers claim that they do not need to pay any tax since the stones are being conveyed from the land of Ayn Karim village. When the matter was discussed in the council, it was understood that, although the said stones are taken from the land of Ayn Karim village, a considerable distance had been covered through the macadam in order to convey them to the hospital, that the said draught animals do not belong to the hospital and are rented. A hesitation thus arose in the council on whether any tax can be taken from them or not. It is appropriate to relegate the matter to the Sanjak Administrative Council for discussion.
